March 18, 2009 The Norton City Council met in regular session Wednesday, March 18, 2009, at 5:30 p.m., with Mayor David Corns presiding. Council members present were Jeff Otter, Donna Foley, Toby Kuhn, Kim Snyder, Elaine Mann and Wally Burton. Others present were Dan Sisk, J.B. Carlton, Brian Hickman, Tim Bashford, Joseph Leroux, Brandy Leroux, Deena Wente, Pat Morel, Karen Griffiths, Rob Lawson and Darla Ellis. Motion was made by Kim Snyder and seconded by Elaine Mann to approve the March 4, 2009, council minutes. Vote taken. Motion carried. The following building permits were presented: Motion was made by Toby Kuhn and seconded by Jeff Otter to waive the formal second reading of Ordinance #1583, allowing for the recovery of costs of collection as to delinquent accounts owed to the City of Norton. Vote taken. Motion carried. Karen Griffiths reported that she is working on the Codification of the City Code, and she has met with the City Clerk and the Code Inspector regarding revisions. Chief of Police Pat Morel reported that Police Officer Larry Land has submitted his resignation from the Police Department. His last day will be March 31, 2009. The position has been advertised. Motion was made by Toby Kuhn and seconded by Kim Snyder to accept his resignation. Vote taken. Motion carried. J.B. Carlton reported the Lineman position was advertised and interviews were conducted. He introduced Dan Sisk, who has been offered the position of Lineman and will begin employment with the City on April 1st. He has worked for Midwest Contractors, and has been involved with the rebuild of some of the city’s electrical distribution system. Elaine Mann reported that Economic Development Director Diane Becker met with the Utility Committee and wanted their view of having wind towers in the city limits. Elaine stated the Committee does not feel that allowing them in the city limits would be in the City’s best interest, but would like the City Attorney to review it. Karen stated changing the zoning laws would require action by the Planning Commission. Toby stated the City of Hays has been discussing this recently, and he would like to see what some other cities are doing. Karen will get ordinances from other cities and then the council can discuss it further. Diane Becker also discussed the incentives offered to new businesses or people moving to town. She also reported the Kansas Historical Society funded their Historic Preservation Fund grant application to conduct a historic survey of downtown Norton. The old Heaton building at 111 and 113 S. State Street has been given to the Norton Foundation. Clean up of the building started last Saturday and more cleanup will take place this Saturday for anyone who wants to help. Motion was made by Toby Kuhn and seconded by Jeff Otter to approve Norton County’s application for water service outside the City limits at Road W1 and West Lincoln Street, for the new EMS Facility. Vote taken. Motion carried. Motion was made by Donna Foley and seconded by Kim Snyder to approve the Norton Christian Church’s request for 160 feet of curb replacement at 208 N. Kansas, with the City paying the cost of the concrete, and the owner paying a private contractor for the labor. Vote taken. Motion carried.
